NOTICE OF REGATTA

2  Rules

All races will be governed by the 2009-2012 Racing Rules of Sailing (RRS) and the Prescriptions of the United States Sailing Association except where altered by these instructions.

3  Eligibility – PHRF Spinnaker, PHRF Non-Spinnaker, and Multihull.

3.1 The regatta is open to sail boats skippered or owned by a member of a U.S. Sailing Association Member Yacht Club or a member of a Yacht Club or Sailing Organization recognized by the U.S. Sailing Association and meeting the requirements of its specific fleet below.

3.2 PHRF Spinnaker and Non-spinnaker Fleet
3.2.1 PHRF Boats must be single hulled, self-righting, watertight sailing vessels with enclosed cabins and self-bailing cockpits.
3.2.2 Boats must have a valid PHRF rating certificate issued by the GYA PHRF Rating Committee with a PHRF rating in the range of -30 to 249. The LPRC Committee must receive a valid PHRF certificate no later than the Skipper’s Meeting.

3.3 Multi-Hull Fleet
3.3.1 Any multihull boat over 22.5 feet in length having a current PHRF Handicap number from a US Sailing recognized multihull association.

3.4 Crew Limits on all boats are limited to a maximum crew, indicated on the GYA PHRF certificate as “recommended crew limit” or an unlimited number of crew with a maximum total crew weight of 180 pounds multiplied by the recommended number-of-crew limit. Boats sailing with a class certificate must comply with their respective class rules.

4  Advertising

The regatta is designated Category “C” in accordance with RRS 80. Advertisement is allowed.

5  Safety

5.1   All boat shall carry all U.S.C.G. required safety equipment.

5.2   All boats shall carry a functional VHF radio and monitor channel 70. The Race Committee will monitor channel 70.

6  Non-Spinnaker Sail Restrictions

6.1   Only one headsail may be used at a time. Headsails of maximum size used for PHRF ratings or smaller may be carried and tacked at the usual tack point with luff continuously attached to the forestay by means provided the sail maker. Roller furling headsails attached on its own wire (i.e., Old Shaffer systems) will be allowed. In the case of hank on sails, the hanks will be no further apart than 48 inches. Spinnakers and staysails (except mizzen staysails) will not be allowed.

6.2   Whisker poles are to be no longer than the yacht's spinnaker pole (i.e., "J" measurement) and must be attached to the mast. Only one Whisker Pole may be carried at any time.

7   Registration

7.2 Registration maybe completed online at http://noyc.org or at the club, and payment must be made before registration is complete.  Registration must be completed 30 minutes before the start of the skippers meeting. A scratch sheet will be available online via the Who is Racing? link.

8   Notices and Changes in Sailing Instructions

Notices to competitors will be posted on the official notice board near the north (rear) entrance to NOYC. Any changes to the sailing instructions will be posted no later than 60 minutes before the first race or given out at the skippers meeting.

10   Classes and Class Flags

Class breaks will be posted on the official notice board and will be given out at the skippers meeting.

11   The Course & Change of Course

11.1  The course will begin in the area of mark “B” or other location as stated at the skippers meeting or posted on the notice board.

11.2   The course may use fixed or inflatable marks. If a course designation is followed by a numeral, the course shall be sailed as laps equal to the numeral. The course may be changed or shortened at any mark of the course. Distances are not subject to protest.

11.3   To change the next leg of the course, the race committee will lay a new mark (or move the finishing line) and remove the original mark as soon as practicable. When in a subsequent change a new mark is replaced, it will be replaced by an original mark. 

12   Recalls

The race committee intends to hail the recall or sail numbers of OCS boats after the starting signal by voice, loudhailer, and/or VHF channel 70. The failure of any boat to hear the hail, an untimely hail of OCS boats, failure to hail any boats, and the order of the boats in the hail shall not be grounds for granting redress. This changes rules 41 and 62.1.

13  The Finish

The finish line will be between an orange line flag on the Race Committee boat and the adjacent mark. The Race Committee may use a temporary inflatable orange or yellow mark in lieu of a fixed mark for the finish.

14  Time Limit

14.1. The time limit for each race will be two and one half (2.5) hours. If no boat in a class finishes within the above time limit, the race for that class will be abandoned.

14.2 Boats failing to finish within thirty minutes (30) after the first boat in her class sails the course and finishes will be scored Did Not Finish (DNF). This changes rules 35 and A4.

15  Scoring

Scoring will be in accordance with RRS A4.1, using the low-point scoring system. In a regatta in which four or more races are sailed, there will be one throw-out excluding DSQ. This changes RRS 90.3(b).

16  Prizes

16.1 Prizes will be awarded to each boat that places 1st, 2nd and 3rd in each class in the regatta.

16.2 If there are four (4) or fewer boats in a class, only first and second will be awarded.

17  Protests and Requests for Redress

17.1. Immediately after finishing, a boat intending to protest about an incident that occurs in the racing area shall also notify the race committee finish boat of her intention, including the sail number or name of the boat(s) being protested.  This changes RRS 61.1(a).

17.2. Protests shall be delivered to a member of the Race Committee or Protest Chairman within sixty (60) minutes after the race committee boat docks.

17.3 The Protest time limit and a list of protests will be posted on the official notice board within fifteen (15) minutes of the end of protest time.  This posting constitutes the notification required in RRS 61.1(b) and 63.2.

17.4 On the last day of the regatta, protests hearings will be scheduled after the awards ceremony.

18  Schedule SATURDAY, MARCH 17, 2012 | Sunday MARCH 18, 2012

18.1 SATURDAY, MARCH 17, 2012 A skippers meeting will be held at 1000 at the club.

18.2 All classes are scheduled to sail three (3) courses on Saturday and two (2) courses on Sunday.

18.4 The scheduled time of the 1st warning signal for the first race of each day is 1100, with additional races to follow as time allows.

18.5 There will be no starts after 1500 on either day.

18.6 There will be food available for purchase after the first race Saturday, and a band starting at 1800.

19  Entry Fees

19.1 Entry fees of $75.00 maybe paid on the website or at the bar on the morning of the race.

19.2 A discount of $15.00 will be included for those who register and pay by March 15.

19.3 A US Sailing discount of $5.00 shall be applied to competitors who provide a US Sailing Membership number.
