4 Rules The regatta will be governed by the Racing Rules of Sailing for 2009 – 2012 (RRS) including the US Sailing Prescriptions, Class Rules (except as any are altered by these sailing instructions),Gulf Yachting Association (GYA) class rules for Race of Champions (ROC) and by these Sailing Instructions (SI’s). In the event of conflict, the Sailing Instructions shall govern.

5 Eligibility Open but not limited to the following fleets and classes: PHRF Spinnaker, PHRF Non-Spinnaker, One Design, Board Boats, Optimist, High School, Collegiate and GYA ROC. Four (4) or more boats properly registered and on the starting line will constitute a fleet or class. Fleets may be divided into classes.

5.1 PHRF Rating Requirements and Class Breaks Each entrant shall possess proof of the vessels rating. For those without a rating, one will be assigned by the Race Committee and is not subject to protest. Rating changes will not be allowed after registration is closed. Class breaks, flags, and the order of starts will be determined by the race committee based on the number of entries, and will be made available at the Skipper’s Meeting.

5.2 Special Regulations Governing the PHRF Non-Spinnaker Fleet

A.) A single Headsail, of a maximum size used for PHRF rating, or smaller, may be carried and tacked at the usual tack point with its luff continuously attached to the forestay. In case of hank-on sails, the hanks shall be no further apart than 48".
B.) Whisker Poles shall not exceed the "J" or “SPL” dimension as shown on the boat's GYA PHRF certificate, and must be affixed to the mast and be attached at or adjacent to the clew of the headsail. Only one whisker pole may be set at any time.
C.) No Spinnaker, Bloopers, Pole-less Spinnakers including Gennakers may be carried.
D.) Staysails may be allowed if tacked on deck a minimum of 1/3 of the "J" dimension behind the jib tack point and shall not exceed the rated overlap distance for which the boat is rated.

6 Entry Fee There is no entry fee.

7 Registration Entries must be filed with NOYC in person or online at www.noyc.org Please see Schedule of Events for registration deadlines and other information for your specific fleet or class. To be considered “properly registered” one must provide all information as requested on the registration form available at http://noyc.org/NOR/sbRegister2010.doc.

8 Sailing Instructions / Official Notice Board The Sailing Instructions will be made available prior to the Skipper’s Meeting. The Official Notice Board is located on the second floor, north (harbor) entrance to the NOYC.

9 Disclaimer of Liability Refer to RRS 1.2; 3 and 4. In addition, the skipper, boat owner, and each crew member are responsible for his/her own safety, and for the seaworthiness of his/her boat. It shall be the sole responsibility of the skipper, boat owner and each crew member to determine if they want to participate in this regatta and what actions they take to ensure their safety, to prevent injury, loss of life and material injury prior to, during, or after the regatta.

10 Scoring The Low-Point scoring system of Appendix A will apply, except that each boat's total score will be the sum of her scores for all races; no score will be excluded.

11 Prizes Overall 1st, 2nd & 3rd place trophies will be awarded for each class. Trophies will be awarded at the Host Club after the last race and protest hearings, if any.

12 Racing Area The racing area is the south shore of Lake Pontchartrain - NOAA Chart 11369
